On this appeal the appellants contend that they have been improperly denied certain surplus commodity assistance and assistance to dependent children because of the wrongful interpretation by the appellee State Department of Public Welfare of the pertinent statutes and regulations governing eligibility for such assistance. Specifically appellants contend that under the provisions of A.R.S. Â§ 46-292, subsec. 4, par. d, the amount of existing liens and encumbrances must be subtracted in valuing their assets for assistance eligibility purposes, so that only their equity interest is considered, thus making them eligible for assistance.
